Rothstein could have bought $2 billion in treasury futures for a mere $20 million in an account. On the other side of the transaction is a fellow scammer, and the two split the money.

It's like a banker that gives a friend a $100 million dollar loan, the money is wired to Israel, the friend defaults, and the American taxpayer gets the bill.
